One-line follow-up to #40 (from my review there): the §2 recommendation still said "Keep sdk-internal as a reference only, unless OQ-2 resolves favorably." OQ-2 is now resolved against using it as a dependency, so the clause is replaced with "Keep sdk-internal as a behavioral reference only; it cannot be a dependency (OQ-2, resolved)." No other changes.

APPROVE — verified the diff directly: exactly one line in SPEC.md (§2 recommendation), 1 addition / 1 deletion, no other files.

The old clause — "Keep sdk-internal as a reference only, unless OQ-2 resolves favorably." — was stale after #40 merged: OQ-2 resolved against using sdk-internal as a dependency (both bitwarden-crypto and bitwarden-vault declare GPL-3.0-only OR LicenseRef-Bitwarden-SDK; neither branch preserves dual MIT OR Apache-2.0). The replacement — "Keep sdk-internal as a behavioral reference only; it cannot be a dependency (OQ-2, resolved)." — matches the resolved OQ-2 text in §10 and the §2 table row above it verbatim in substance.

This is a SPEC change, so it needs both non-author approvals; this is one of the two.
