Add Countly-hosted Argo layout with private customer inventory

• added a dedicated countly-hosted Argocd bootstrap alongside the existing public flow
• kept public deployment assets in the helm repo and moves hosted customer values to a private repo
• introduced multi-source Argo applications so charts come from the public repo and hosted customer values come from countly-deployment
• separated public and hosted ApplicationSet naming to avoid resource collisions in the same Argocd instance
• made public bootstrap ignore the hosted subtree so both bootstraps can coexist safely
• added support for optional static IP assignment on the NGINX LoadBalancer for both self-hosted and Countly-hosted flows
• improved Kafka Connect sizing handling so missing kafkaConnectSizing safely defaults to auto and inherits customer sizing
• documented image override behavior in values files, including Artifact Registry vs direct repository usage
• supports shared TLS secret references by default with optional per-customer overrides
• kept self-hosted users on a simple public-repo-only path while enabling a private-repo-backed Countly-hosted workflow
