Describe the bug

Not necessarily a technical related bug, however assumed duplicate requests can be ignored by the responding agency.

Presenting the scenario:

  1. User A submits a request to X responding agency
  2. User B submits a similar wording request to X responding agency
  3. Responding agency only responds to User A, as they assume its a duplicate request as the emails seem to come from the same place

Expected behavior
Responding agency responds to both requests, as they are sent by different people - even if they might be asking for the same information.
