[NOT AN ISSUE] Release Build Workflow Added

Background

By default, this repository did not have an automated release build setup.
There was no workflow to generate release artifacts.

Changes Made

I have added and configured:

• A sync-upstream workflow to keep the repository in sync with upstream
• A build workflow that automatically generates release files

Release artifacts are now generated via GitHub Actions and attached to GitHub Releases.

Before using the downloaded file, please re-sign it and remove quarantine attributes:
